Brussels 07.05.2026 Backdating records is generally defined as the practice of marking a document with a date earlier than the actual date of its creation or application. While it can be used for innocent administrative purposes, it is frequently a criminal offence, ranging from forgery to fraud, if done with the intent to mislead, secure fraudulent tax benefits, or deceive third parties.
There is a major question to the clinic ФИЗИО in Knyazhevo how Zlatimira Ninova Colova’s name appeared after 20-23 February 2026 when the paymens for Arik vet passport was made by me in advance? When I paid for the vet passport I received an invoice with my name as an OWNER (CОБСТВЕНИК). After all bills were paid, my name was erased, and replace by Zlatimira Colova, and her mother Marijana, who never paid a cent for the veterinary care of the dog, never vaccinated it, never issued a passort for him.
The ownership recored has never existed, until I came into the picture. On February 20, 2026 the only recored which was there was from the shelter. On January 31, 2025 Arik was surrendered as a stray dog to be sterilised in a FREE of CHARGE programme of the Municipality of Sofia with a stauts of a stray dog. Arik was released 12 days after of Feburary 11 to his “habitat” according to the programme rules.
How come that Zlatimira Colova, and her mother Marjana, who never brough Arik to a vet for last seven years suddenly appeared as the “owners”? Isn’t an ownership and obilgation to maintian an animal according to the sanitary rules?
The Bulgarian law cleary states that for the failure of yearly rabies vaccination the owner of a dog is fined €500 because this neglegence presents severe public risks. How come the the Volt party aspirant-politician Zlatimira Colova has ignored the law for seven years in raw, if she considers Arik a “family dog”?
The ownership of Marijana, and then Zlatimira Colova in succession appeared in absence of vet visits for seven (7 years), and absence of the registration in the Municipality of Sofia. How come that suddenly after I paid all the bills Zlatimira Colova became an “owner”?
The question of BACKDATING is remaning unanswered. Especially taking into consideration that the ownership rights for an animal should be claimed within 7 days, not after somebody esle pays the bills for the treatment, and vaccination.
However the backdating of dogs ownership presents a serious problem in application of the laws, and data collecting, and preventing animal cruelty.
Strangely the vet clinic ФИЗИО approaching this legal issue in such a light-minded way creating, and erasing records. Especially taking into consideration the negative information Colova is spreading around about them.
