“We’ve been reporting on this for several weeks: at the end of June 2026, the Senate adopted a scandalous amendment (Article 14, Amendment 604), presented by Senator Conconne and the Socialist, Ecologist, and Republican (SER) group.

This amendment to the draft law on “agricultural protection and sovereignty” authorizes the prefects of Guadeloupe, French Guiana, Martinique, Réunion, and Mayotte to carry out “operations to destroy stray dogs” or in other words, “legalized killings.”

Even worse: our Minister of Agriculture issued a favorable opinion and even mentioned the possibility of extending this prefectural prerogative to mainland France.

We have written to the Prime Minister’s office, the Ministry of Agriculture, and contacted the members of the Joint Committee, which is meeting tomorrow and will examine this amendment. For the past 10 days, we have been doing everything in our power to have this amendment removed.

Stray dogs are primarily the result of a lack of sterilization and identification of animals. A policy of mass culling treats the symptoms without addressing the root cause.

Alternative and proven solutions exist: sterilization campaigns, increased support for animal welfare organizations already working on the ground, and awareness campaigns promoting animal identification.

We hope that our mobilization will have an impact and that the members of parliament meeting tomorrow will remove this provision.
